Can we get the option to build jails instead of the extensions in the police departments?

Or you could name the station "Jail of Whatever town" and rename the patrol car to "Donut Dude" and build more cells

jails can be built only as an aillance building and you have to be with in a 35 k radius to use it

In real world terms, surely an extra bed isn't the same as building another 'cell', which is basically a room?
