Not sure, but I believe you get a certain amount of missions depending on how many stations you have, eg, I can get a max of 45 missions at a time, and have 44 fire stations.

One more than however many buildings you have for your highest type of building.

How many missions can you get active at one time if you want to leave your game open and on and not respond any units to mission?
The maximum amount of missions you can have is equal to the amount of stations + 1 of your highest type of station.
For example, if you have 25 Fire Stations, 45 Ambulance Stations and 35 Police Stations - Your maximum call count is 46.
