Good evening,
It appears that the new mission is spawning to individuals even if they do not have an Airport Expansion active.
In the screenshots provided below, you'll see that the users station that spawn the ARFF mission does NOT have the airport expansion.
Below is the Mission Requirements which show the spawning station
