Improved Transport request - Shared calls with Alliance

As it currently stands, Patients and lifeguard transport requests can only be handled the unit owner or alliance admin, which can leave you in an awkward situation for both, if neither are about.

Some improvements in this regard are needed in my opinion and I see two possible solutions

1) Apply the same system that exists for Prisoners, in that its possible to "take" prisoners from other units and transport themselves

or

2) Give the mission "owner" the ability to control other transport requests like an Alliance Admin can. Meaning the person who shared the mission can just deal with outstanding transport requests
