These Missions are supposed to be those police events where they show off tactics like tpac, dogs, helicopters etc. -

You literally described exactly why that happened the same thing happens when you click send and while you load you click on a unit name, it makes perfect sense

Just had a mission where the Helo transported a patient and the payout was 575 instead of the higher payout for helo transport (862). Is this as intended?
Might have just been for the paitent event making payout higher

I think this is a easy fix as it is done with the deployment of units you can click on name and it works so i do hope they do this

I’ve used the term pack as it’s more straight forward than saying it’s a collection of small quality of life updates that will be added as and when they are complete over the course of the near future haha

Since you have exhuasted all our methods I'd suggest you send the link of the vehicle (you can do this by in the station holding/right clicking the vehicle name and click open in new tab) so the devs can invesitage this is incredibly odd.
