For me tow trucks was a stretch on adding them to this game, but I can understand as they can be critical pieces of equipment in certain missions. I do not think adding utilities adds anything beneficial to the game. After the initial emergency is cleared the first responders are released, yes sometimes power companies are called for fires or accidents but adding them to the game for those missions is a lot of work for limited gain. With the US having a large mix of public/private utilities it doesn't seem to make sense to me to add them to the game for something extra to do.
I do have to say I understand having a large footprint sucks to update when new features roll out, so I understand ChiefBoden's point of view as I have (not nearly as many stations as he) over 200 stations to update when things are released but I just slowly work my way around. Not every station will get the new features. It just is how it is sometimes. We have our own play styles but to get worked up over new features because it will take you time and credits to roll out the new feature is kind of silly.
