The larger your set up the larger your cap as he says. My set up is very large so my cap is almost 1600

They are transporting 2 at a time, and then getting stuck on the last one. Just send a unit (any unit), and the mission will clear immediately after sending.

The mission cap is the count of your most popular service (ie. fire service, ambulance, police, etc), plus 1.

For instance, if you have 5 fire stations, 10 ambulance stations, and 13 police stations, your mission cap will be 14 (13 plus 1)
