What is the difference between Fire Boat Dock and Rescue Boat Dock? Im not sure which one I should buy.

one is a fire boat the other is a rescue boat

One holds large fire boats and the other large rescue boats. I'd recommend getting the fire dock first since one of the two calls needs a fire boat and some land assets, while the other requires both large boats.
