Missions spawning offline

The purpose, I suspect, is to keep you playing the game, if missions spawn while you're offline they there's less of an incentive to actively play the game, in theory.
It could potentially add to the load of the server, as those extra spawning of missions would be unnecessary if people were not playing the game.

Additionally, some people don't want missions spawning offline as they could come back to a load of calls.

It'd be nice if you were to consider the greater impact, suggestion to which has been made above.
