Allow all medical/medical related units to treat c3 and c4 paitents, just need a ambulance if transport is needed allow all units to treat c4 people just needing a ambulance to transport. Remove HEMS needed and make it work in the same way as US server, I send it to any call and it treats such as a person under a train.
