It is a very slow start. Continue focusing on Fire. Get 2 engines at your first station then consider building the next nearest station with an engine and consider a specialist unit (utility or heavy rescue) for the second vehicle.

Build fire stations as close as you can (i.e. Don't start building the one in a real life location on the other side of your country from your first).

Money will come in quicker when you have more stations but you'll get to a point where you need to add more units to your existing ones. It's striking a balance between number of stations and number of resources in your setup.

Ambulance and police I wouldn't worry about until you have a healthy income as they don't have as good profit vs cost as opposed to fire (the stations for ambulance and police won't increase your call limit either).
