They are 2 completely different units.
The EMS Fly-Car is a rapid response unit in which can upgrade a BLS ambulance to transport an ALS patient.
An EMS Chief is a supervisory unit which is required for calls with 10 or more patients.

EMS Chiefs are also able to automatically send ambulances to hospitals/clinics if set to do so.

ALS - Advanced Life Support - more serious illness / injury such as Cardiac Arrest etc - Patient Codes C, D and E (E.g. 28-C-11)
BLS - Basic Life Support - less severe injury / illness such as nosebleed etc - Patient Codes A&B
