In my missions list I see the above text. I have 7 hospitals, a CCTU, and 83 ALS Ambulances.

I have 0 clinics. No documentation exists for Patient Transfers. Is this a Clinic function only?

For the avoidance of doubt, stations have generic staff members. The JRU just needs staff. There are no requirements for training, and you only need staff from one station. You could put 1 staff member on it, and it would still work as a dual-role…
