Difference between Rescue pump and CARP

Does anyone know the difference between the rescue pump and the carp is? I always thought they were the same thing.

Rescue Pump- regular pump with specialist rescue capacity

CARP- pump with a ladder on the top (Also has some rescue capacity to my knowledge, but not as much as a HRP )

in game CARP covers Water Ladder and Arieal Appliance

It doesn't cover Rescue Calls so can ot be used like Rescue Pump or RSU
