if you go to settings and you have a premium account, you can set the recruitment to automatic and then set the number of desired personnel. It automatically adds one per day

go into your dispatch screen and click the buildings tab, scroll down to the desired building (Station) and click the desired number of staff in the edit button and click the automatically button
