new calls not generating

the following new calls havent been gererating is there a issue with the POI and openstreetmaps or could it be with the random event generator,

Chlorine leak
Fire in hospital
Barn Fire;

i have checked my POI and even created my own POI on what is the required building and still not had these calls.

EDIT:-- had the first hospital fire call. maybe add atleast 2 hazmat units are required.

i take this back, had about 6 Hospital Fire(1 was a false alarm), 1 Chlorine leak and 2 Barn Fires.

hazmat could attend if the hospital fire was in the bio labs. Granted I dont no much about call attendnce procedures of what gets sent to each call.

I didnt know that they was a rare either but thank you for informing me.
