He's exactly right, unfortunately
I don't think the guys who make the game have much control over the map interface, its supplied to them,
I think it uses open street map which generates its own route, being the quickest/Shortest.
As stated the routing system is done on Open Street maps so can't be influenced differently. For the most part it works well, but it all depends how much detail OSM contributors have made along the route.
If a 100Kph speed limit isn't reflected in the road settings then it might consider it a 50kph route thus doesn't appear to OSM a very quick route.
You can go onto the OSM website and add notes to where inaccuracies are. I had to do this for an emergency lane that was on OSM as private.
