Not possible as the police depot doesn't spawn missions.
Oh, thats not good.
I thought it's for making police HQs for example.

It would be really good if staff could be transferred to the depots from standard police stations. Currently it means depots are a very long haul in order to get them fully staffed

L1 should work as both but doesn’t currently.
So for now, the only solution is to have L1+L2 training for my staff?
Since no missions spawning what requires POtraining - i have my guys trained for only L1

You need to have both trainings as missions will require trained officers in both to spawn
