Allow platform truck to deal with "gas leak" incident

This has been brought up before and the answer is that there are so many different variations that fire departments use that the developers can't match them all in every version of the game. In fact I have been asked not to bring up several things anymore as it is not going to change and even if it does change, it take time to make it happen. Thanks for the suggestions
