Go to the main page for your FBI Office and make sure it is "in service"

You recently completed the ATF expansion, which provided complimentary free bays for ATF units ONLY.
You'll need to add another vehicle bay to have FBI vehicles purchased.

That only control rather or not it generates missions or not. It doesn't prevent buying units.
