Typically smaller departments will, my town's department does, the one in the next town over does

In the UK no emergency service would go to someone locked out of their car or house. Unless someone was inside was at risk.
This would be down to the driver/owner calling an automotive locksmith or usually those who have a recovery service would seek help from them.
Not an emergency, so we don’t deal with it in that way.
All of the paid departments in my county respond to vehicle lock outs but other then that tow services do it. I have never heard of a police department unlocking cars (well with a baton) but thats it

In My Area of Scotland we Send our Pump out to a Locked Car with Risk or No Risk to Human Life But we go on the III Grade
