Too many people in the same vehicle

I dont think you understand, 7 cops are in the police car, not assigned

I believe it is because you have not assigned them to a vehicle. Yes your Vehicle says it can only staff 2, 4 etc..... but if you assign 2-4 to said vehicle this will clear that up.

This likely won’t work as a solution as @DFRS999 already stated one of the misplaced staff members is assigned to a different vehicle. Also, not assigning staff to vehicles does not normally cause staff to exceed the maximum a vehicle has. This is 100% a bug and should be reported via the app’s support section.
