As the title says i think the airport crash tender should be able to carry some amount of foam as it does on the US version.

Hi guys the team have asked the Developers to update the ULFV to carry foam. Air Services Australia use the Rosenbauer Panther 8 which has a foam capacity of 1400 litres which has been included with the request to the Developers.

It will be changed in the future to carry foam but will not be acting as a foam vehicle
