You need more fire stations first! I’m surprised you’re making enough money to afford all that in a reasonable time. But, I would advise EMS.
How are you doing all this with just that alone!? I've got close to 100 Fire stations and make more than 100K each hour but still feels like it takes forever.

We have alot of members in New York, so we're constantly always sharing missions, that's most likely why

Why you need to be ready? You need to have 7 police stations to unlock police heli missions. Use those credits to buy fire stations instead so you can make more missions and more credits. You are just wasting milions in my opinion
In my opinion Its not wasteful when you are going to need them. Its better to have something and not need it. Then need something and not have it.

I have a set limit on what units I need at a station before I can get a new one.

Yes 6 Type 1 Engines per station except for fema
I would very strongly recommend getting more stations. Your setup is wildly off-balanced, and you are likely getting a fraction of the call variation you could have.
At what rate do you usually earn credits?
I always recommend to people to get 13 Fire stations followed by 1 hospital and 3 ambulance stations or expansions as this will get you the best paying calls. After this then you can build on police or expand the other two.
