I have been wondering the same thing about this call and the destruction of public property I can see having variations requiring fire investigators but in general this is a LE call

Looks to me like this is supposed to be some sort of arsonist call hence the need for both.
Given the reward us 2,500 credits it isn't setup to just be a basic PD response.
