Similar to the fact that you can not transfer "lead planes" on the fire side from one hanger to the other, but you can transfer trained fire personnel from a station to aviation and from aviation to stations.

I am correct though, I cannot transfer to Pol Aviation from a Police Station? Or am I missing something?

Yes that is correct. This really annoyed me when I first expanded to build police helicopter hangars. I had trained lots of police personel in the aviation training beforehand, but it was only when I finally built the building that I realised that you can't transfer personnel. This should be changed.
I feel the police helis should also be able to be upgraded to have ambulance capability
Yeah... also where im from the operate as ambulance/rescue/cops
