No, you need the Ambulance extension to utilize this vehicle
As the above says it must be some form of ambulance building whether that be an ambulance station or a fire station with ambulance expansion. And it can not feature as a flycar.
So Just to confirm, the person supervising EMS operations CANNOT act as a paramedic - I.E. Treat to the same level as a Fly Car? What was the thought behind this restriction?

Not necessarily advanced, but at least trained to the same level as paramedics in fly-cars.

10 casualties for each EMS chief I believe - But I also believe if you had 50 casualties you would still only require 1 EMS chief - 10 is just the threshold.
In leitstellespiel, you need only one if there are more than 10 casualties, so I think it's the same here

This is just a suggestion, but what if the price of the EMS Chief Vehicle was raised to where it wouldnt be feasible to be used as a Fly-Car in order to counteract this? I know this wouldn't be that logical and since people have already bought it it's kind of too late, but I just wanted to put this out there, maybe Sebastian would consider it.

Although the personnel might have the skills and training required to treat casualties, their main aim on scene is to coordinate the ambulance resources so they should focus on that in my opinion. You don't find battalion chiefs fighting the fires.

They can do this, however in the situations which they are used in game, their role is not to treat, but manage the scene, certainly with a large number of patients.

For every Accident with many injured, there is a chief of operations only for EMS personnel. He does not treat patients but takes care of the organizational process. In this case, this is the EMS Chief (Like EMS Division Chiefs in FDNY). He has nothing to do with the conditions officers (Bn), please do not confuse

I suggest you read my post rather than sending a sarcastic reply. Sebastian him self said IRL these vehicle can treat patients. If it is a critical call and a EMS division chief is closer he will respond. It doesn’t matter the rank you still have a duty of care and are still a trained paramedic. It was only from a game point it can be abused which I can see. You seem to think Sebastian comes to us and asks us just to translate. This is not the case, we proactively approach Sebastian with ideas and then we have a discussion with him about what will and won’t work.
Maybe some UK specialist share with me some example? On pictures, what kind of vehicle shall i imagine.

Just going to disagree with you there.
These are just your plain old RRVs, fly car in game.
You will find LOMs, locality operations managers, which is what I think you're referring to, who will use unmarked vehicles.
These unmarked vehicles carry everything barring drugs. They aren't therefore able to offer the full treating package of an RRV. Second to that an LOM is there to manage the scene, not treat. While I agree that they can, I feel like just giving them full ALS capability would be overstating their role and in at least this case, their equipment.
