I know what a traffic control unit is but has someone had a mission with them and why are they under fire dept training school? You would think it would be under police dept.

No need to shout, dude. There are missions (yes, I have had a few) that need traffic control. I have all my police trained on it, just in case. As for it being a fire school class, they have 'fire police' in most volunteer companies, usually all the old guys who have been there and can't hump hose anymore.

There are also departments (i.e. Dallas) that have dedicated blocker/traffic units so it is not unrealistic for them to be in both.

In answer to the question I have not seen them pop up on my screen as missions but I don't have anyone on either side trained as I have been playing for some time, and since this training just popped up, it would be way too expensive to train everyone now.

The missions started to pop after I trained a few police officers. Of course, those missions required more personnel than I had trained (no surprise there), so I bit the bullet and trained all my PD (since I have relatively few stations and officers, it wasn't a massive expense for me). I can definitely understand how it could put a massive dent in finances for anyone with major territories to train even a few in each town for something that may get used once every 100 missions (or never).

Some Fire departments I have talked to have steered away from any type of TC and left it up to LE due to liability reasons

INew Zealand have Operational support units (known as Road Cones) to Operational staff. that have traffic courses, usually when Police arrive they take over.

I've created dedicated stations for the new Traffic Control equipment, both for police and fire. Some trained personnel in all stations, at least one station with all personnel trained. Bought the equipment. I run a close to realistic setup, so these stations are built at designated city tow pounds and so named.
In any event ... NO MISSIONS YET that call for these units. And there's nothing on the Possible Missions List for them.
This looks like the same kind of fiasco we saw with Water Rescue before realizing all sailors had to be cross trained to make it work.
Maybe someone else knows what I might be missing?
