When editing the unit there is a small box that says “exclude from the alarm and response plan” click that and then it won’t be dispatched through any alarm regulations, if you still want an option to dispatch it from that menu then assign it its own group.

Can you make it so that HEMS in not considered a normal ambulance when choosing nearest/fastest ambulance in the mission menu? Just like the Police heli is not a normal patrol car? A bunch of my friends says it's really annoying, and I believe them TBH.
Besides HEMS is supposed to be worst-scenario support unit, not first response unit.
I understand why you don't want it to be considered a "normal ambulance". However, I have to disagree with you. I think it's good the way it is now. It helps me transport patients faster and becomes available faster, especially when all my normal ambulances are busy.

I think what he is suggesting is he doesn't want a Air Ambulance to respond to calls such as nosebleeds if its closet because its a waste of a good resource, if he had 2 medical calls 1 being a Heart Attack and the other a nosebleed i'd rather send the Air Ambo even if its not as close as a normal ambulance.

There is an issue with that TACR, I have that button clicked for my HEMS and other units I want excluded and they end up getting dispatched anyway.

Groups will only dispatch the individual units that you select, an alarm and response will select the nearest or a vehicle of the type from a selected building.

I know. I only use alarm and response. I haven't used groups in a long time. My HEMS still gets selected for dispatch from alarm and response regulations no matter how much I make sure it is excluded. No bs. Being serious. Idk about anyone else but I feel this needs to be reexamined.

For now mine has worked fine
The only issue I had with it was when it decided to fly from Portugal to NY... and that's when I removed it from the alarm and response
In the vehicles setting click the box that's says exclude for alarm and response that should stop it
